      I actually think his ‘plan’, such as it is, is identical to Ford’s, such as it was. It capitalizes on the anger of an electorate that is looking for someone to blame — and who better than the government of the day? — for a combination of an economy that, while showing signs of recovery, has caused havoc for people and the fact that some of the problems stem from years of people being under-taxed and under-paying for essentials like electricity. The last several years have been catch-up time and the timing couldn’t be worse, given the global economy. Who needs a plan when you’ve got all that going for you (or, rather, against the other guy)? I think it’s just a confluence of events that allow those who can sit on the outside and rant, without presenting any plan to fix anything, opportunity to gain oodles of ground. It just happens every so often. It’s what happened for Mike Harris, right?

        Sorry — didn’t mean to insinuate Harris didn’t have a plan. He did, albeit IMO a craptastic one. But his plan also capitalized on anger arising from a recession.
