Well, it was an idiotic mistake. Harper tried to score political points in retaliation for being accused of using “American Republican-style tactics”.
The great third rail of Canadian politics has always been associations with the Evil Americans(tm).
A hundred years ago, the Liberal party was perceived as being too chummy with the United States. Now it’s the Conservatives who suffer such pejoratives (normally).
