You could definitely put media opportunism in front of all three as well
… and Toronto is now a cool, groovy city… like nasty mobster Chicago. Maybe they’ll create a show about “Toronto, Toronto”, a city overrun with drug lords, guns, politicians on crack and like a wild wild North! Tourism should spike this summer too! All publicity is good publicity!
Go for it. It’d be a lot more fun once the gangsterism is driven far, far away from city hall, however

I heard the story of a woman who was headed south to go for a holiday on a cruise liner and was turned back at the border because “somehow” the border guards had access to her medical history and at one time she had been treated for depression.
