My latest: David Johnston’s shame

David Johnston’s astonishing decision – to conclude that Canada does not need an inquiry into Chinese interference in our democracy – will be remembered for what it doesn’t do, not what it does.

Here are the five things it doesn’t do.

One, it won’t enhance David Johnston’s reputation. At all. Before Tuesday, the former Governor-General enjoyed a pretty stellar reputation. Honorary degrees, Order of Canada, decades of public service.

And then, on Tuesday, Johnston shredded all of that with a decision that validates everyone who questioned whether Johnston was the right person for the job – because of conflicts of interest, because of his position with the Trudeau Foundation, because of his long friendship with the very Liberal leader whose conduct needs to be examined. Johnston will now forever be known not for the good things he did in his life – but for this appalling, shocking decision at the end of it.

Two: Johnston’s abdication of responsibility won’t stop the torrent of leaks about China’s willingness to maul our democratic institutions. In fact, it’ll do the reverse: it’ll lead to even more leaks.

The CSIS agents – and others – who have been providing the media with details about the Chinese regime’s crimes haven’t been doing so for their health. They’ve been doing so at great risk – to their careers and to their liberty. And they’ve obviously done so to prod the Canadian government into taking action to counter the Chinese threat.

Johnston’s ghastly report will give the Trudeau Liberals the pretext they wanted to continue to cover up this scandal. But it won’t stop the bleeding. The leaks will continue to happen, and they will get worse. Johnston will have made things immeasurably worse for the government he clearly set out to protect.

Three, it won’t improve public opinion. It’ll make Canadians angrier, and more willing to lash out at the Trudeau regime.

Months ago, polls showed self-identifying Liberals wanted the same thing Conservative partisans did: a public inquiry. China’s belligerence and thuggery had done something that very rarely happens: united the public.

In these divided and disputations times, it is harder and harder to find consensus on any public policy issue. China’s interference in our democracy is the exception. David Johnson had an opportunity to take advantage of that unprecedented degree of consensus. And he blew it.

Four, Johnston’s terrible, horrible decision will not deter the news media from pursuing the story. That is particularly the case now that Johnson has adopted the Justin Trudeau and Donald Trump approach, and labeled those of us in the media as purveyors of “false news.”

That tactic did not work for Justin Trudeau in the SNC Lavalin or WE charity scandals, and it has not worked for Donald Trump – ever. Calling the media liars, as David Johnston effectively has done, will simply force the media to work even harder to prove that he is wrong.

Fifth and finally: Johnston’s decision will not satisfy our allies, who have become increasingly unhappy with the way Canada is dealing with a real and manifest threat to Western interests. And, most of all, it will not make the story go away. It just won’t.

An unhappy intelligence establishment. An unhappy voting public. An unhappy media. All will combine to ensure that this story continues to fill the front pages of newspapers, until someone in power does the right thing.

Whatever the opposition parties do now – and one of those things must be shutting down Parliament until an inquiry happens – is almost secondary. This issue is not going away. It is not disappearing.

But David Johnston should.

For good.

      BUT – Colin Powell’s performance at the UN was on the edge of a war crime. Some scholars might view that performance as crossing the war crime boundary. Hundreds of thousands dead as a result. Serious stuff.

      David Johnston in 2023 is a performance in epic stupidity, no doubt about it. Possibly without parallel in Canadian politics…. but lets keep some perspective.

    There should be a new wing of portraits commissioned in the Canadian History Museum… paying tribute to the pantheon of distinguished / eminent Canadians whose reputations have been annihilated by their proximity to the 8 year long Justin Disaster. Maybe David Johnston will be the centerpiece. Perhaps a separate branch of the Order of Canada? The Legion of Disgrace?

      Former serious person, Frank Iacobucci, comes out of this looking like a dumbass too. When he saw the pics that have been floating around in the article below, he should have said, “Hey bud, I don’t even hug my family like that, you better take a pass. No one will believe you are not a friend when they see these. It doesn’t matter whether you were or weren’t.”

      Frankie gave him a technical law dude pass. You would think after what seemed to a be a distinguished career, he would have learned a thing or three about the meaning of the appearance of a conflict and passed that advice on to his naive and silly friend.

      But I am going with the fact that I just don’t believe Johnston. Either that or his wife is just another silly groupie. Possible I suppose, but that doesn’t explain the other pic where it looks like they should get a room.

    It is interesting that (to my knowledge) Johnstone never implied that any of the leaks were made up yarns, but only one dimension of intelligence gathering that gets merged with other reports for a multidimensional analysis. From that standpoint, the media has been exonerated for its decisions to go to print and air with solid information.

    Johnstone hints at breakdowns in the collecting and forwarding of sensitive information, often failing to reach politicians who should be aware of these issues. And yet this poor channeling of intelligence is not the fault of the government. Hmmm? I thought that the buck stops at the political level. Perhaps that’s the impetus for the leaks? The political actors are happy with a see no evil environment that gives lots of plausible deniability cover.

    The Liberals don’t want a public inquiry, because they’d be called to testify under oath. And if they lie (or when?) they’re likely to be caught and face serious consequences, instead of $100 ethics violation fines.

    Johnston is going to hold public hearings (at $1500/day plus expenses). Liberal ministers and government staff could be invited to testify, but if I’m not mistaken, they can refuse. And I don’t know if there are any consequences for lying at a hearing.

A few things come to mind here, such as “Justice must not only be done, it must be seen to be done”. The PM I am sure is ecstatic as it allows him to appear to be doing something, while in fact he doesn’t have to do anything. Anyone who has the temerity to suggest our national integrity has been violated will be called a racist, intolerant and disrespectful to Mr Johnson. I don’t doubt Mr Johnson is decent guy, but I am sure the insinuation he received with respect to this matter was to tell the great unwashed they are too dumb to be trusted with the details. They need to remember their place and not bother their betters.

      It’s not that they are too dumb, it’s that the material reviewed is confidential – so it is more likely to benefit the conservatives than the liberals. That the material is confidential allows the conservatives to insinuate whatever they want, to the benefit of the conspiracy theorists making accusations. Having the intelligence confidential doesn’t really benefit the liberals, it benefits the conservatives, in that they can say whatever they want, make all kinds of accusations, and the material that contradicts them, reality, it’s all secret.

    PROC is going to discuss the “report” today at 2pm and whether or not they should ask Johnston to speak to them. It will give people a primer on the difference between a hearing and an enquiry. The Liberals do not have a majority but I believe they can filibuster and can put a stop to it. Johnston can also refuse to come and, if he does, I don’t believe he will be under oath which is clearly problematic. We would have none of these issues with an enquiry.

    His MPs won’t turn on him because they have no collective spine.
    But the party establishment might.
    And if the business community has had enough, then they’ll start to apply behind-the-scenes pressure that will force an exit strategy.

        I don’t follow why Justin deserves treatment as nice as that received by Ignatieff. He was a bad leader for sure, but Ignatieff had some dignity, some class and had some genuinely serious accomplishments. For that , Ignatieff was allowed to leave on his own two feet after challenging a hopeless election. Justin doesn’t deserve that. Justin should never have been allowed to face a single election representing the Liberal Party.

          Michael was a good leader but he had a difficult academic paper trail which definitely did not cut the mustard with the Liberal left, which is two-thirds of the party. Who can forget Ignatieff’s position on torture, especially given the fact that most studies have shown that torture is not particularly effective in obtaining information from the detained.

    So I just watched the entire PROC committee from yesterday. Will never get that time back. The NDP are clearly in the tank for Justin. Someone mentioned that it is all about getting to 2025 so they can lock in their pensions. That is clearly the case. They spent about an hour discussing whether Dave should be asked to meet for two hours or three. Tories wanted him to show up earlier and the coalition shut that down. Turnbull was spending a lot of time making sure Dave was referred to as The Right Honourable. Oh, and there was discussion about the fact that Dave’s signature was on someone’s degree from Waterloo. It prompted me to look at mine. I am sure Burt Matthews was a fine fellow but I am not sure that his signature on my degree is relevant to anything.

    And an addition to a post above, when I said that Frankie was no longer a serious person, I didn’t even know he was at the same firm as Sheila Block. From Brian Lilley’s article:

    Got to call bullshit this morning: the idea that Stephen Harper and Pierre Poilièvre could enthusiastically endorse Danielle Smith in the Alberta election is way beyond ridiculous. Both of them know perfectly well that Smith is unfit to properly manage a government and that her ideas are way beyond wacko.

    Everyone already knows that Smith makes the other pathetic leader, Justin Trudeau, actually look qualified to hold office. Trudeau proved in due course how the emperor had no clothes.       Yup, it is what it is. Pierre is running out of ramp and runway to make serious judgment errors. It’s easy for Harper, given that he’s even way past the twilight of his political career so no personal risk for him. It can only affect how historians ultimately view Harper. But Pierre is another kettle of fish entirely. Everyone sees that already. Well, almost everyone.
