    I think the author is uncomfortable with the positive connotation associated with the word progressive in most contexts, and perhaps feels using it without scare quotes would sound like an endorsement of sorts?

    “Progressive” belongs in scare quotes because it is essentially a code word for the failed and discredited ideology of Marxism. Using the word “progressive” to describe policies that have historically led to the deaths of millions, wide-scale starvation, misery and (as we are seeing in Europe) bankrupt nations is absurd.
