The American commitment to the War on Drugs has been well known for decades now; look what happened to Mark Emory just for selling marijuana *seeds* in the USA. It has been one of the most often stated reasons cautioning against legalization in Canada, that the Americans take this so much more seriously than we do and might actually close the borders in response.
Guns from the smuggled from the US kill more people then marjauna smuggled from Canada (or any of the states where it is already legal).
