Political death and taxes

A few folks have asked me what the resignation of Gord means for Dalton [full disclosure: whose caucus I’ve given comms advice].  Some columnists have written about this too.

As someone who has actually lived in both B.C. and Ontario, and been involved in politics in both places, here’s my take.  Consider them your free talking points.  You’re welcome.

  • The two situations are different. B.C. rolled out their change first. Ontario learned from their mistakes, and implemented the HST in the Summer with little to no controversy.
  • B.C. has recall legislation, and Ontario doesn’t. Recall gave Campbell’s political opponents a focus for their attack.  The fact that B.C. Liberals had campaigned on a promise not to implement the HST didn’t help matters.
  • When he introduced HST, Campbell started to go down in the polls, and he kept going down. McGuinty never really dropped – and he certainly didn’t drop in the way that Campbell did.
  • The Atlantic provinces introduced a blended tax more than a decade ago. All of those governments did fine, politically, after that.
  • B.C. is not Ontario. They have a very polarized political environment, one that historically encourages weird political movements. Ontario doesn’t.
  • Hudak is completely compromised on HST; he has no credibility on the issue. He said he’d get rid of it, but now he quietly admits he won’t. The NDP, meanwhile, aren’t very credible in their new “tax fighter” role; socialists, after all, love taxes.
  • Bottom line, in both B.C. and Ontario: taxes aren’t ever really about taxes.  Politically, they’re always about character. McGuinty is the only guy who has been consistent and truthful on the HST; Hudak, meanwhile, lied.  Simple.

Gord

I met Gord Campbell in the Fall of 1993, when I went out to B.C. right after our big federal election win.  I was exhausted, but I spent a lot of time with Gord and his then-small caucus, giving them tips on how to make better use of Question Period and how to be a better Opposition.  Out of that experience grew a friendship that culminated in my family’s move to B.C. in 1996 – if the Martin-era Liberals didn’t want me around, the Campbell Liberals did.  I helped to run the B.C. Liberal’s 1996 campaign, wherein we got more votes but less seats than the NDP.  Afterwards, Gord offered me the job of his Chief of Staff.  (I turned it down because I wanted to seek the federal Liberal nomination in North Vancouver.  Bad career move.)

Anyway, I have always liked and admired Gord Campbell – very few people know the adversity that he and his family faced, growing up – and I believe he is a good man.  He did great things for B.C.

I wish him the best in whatever he does next.


Sad

For a Legion to reward such idiocy – and at around the time of year when the whole country is paying a lot more attention to vets – is just shameful.

An apology was owed, and an apology was given.  But it’s still pretty sad, particularly as this blunder comes from the people who – because of their experience, and because of what they fought for – should know better.

Tories, Libs, NDP unite to protect thief catchers like David Chen (Harper-Thief-Catcher)

OTTAWA  – The plight of a thief-nabbing grocer from Toronto has the prime minister and opposition MPs tripping over themselves to change the law _ and maybe score some political points in the process.

Prime Minister Stephen Harper announced Tuesday he has instructed the Justice Department to look at amending the Criminal Code to ensure what happened to David Chen doesn’t happen again.

Chen was charged with assault and forcible confinement after catching and tying up a shoplifter. He was acquitted Friday when a judge ruled it a citizen’s arrest.

“Now that the case has been ruled on, and common sense has prevailed, this government _ myself, the minister of justice _ have instructed the Department of Justice and instructed officials to look at possible changes to the Criminal Code to prevent incidents like Mr. Chen’s from occurring again,” Harper told the House of Commons.

The huge public outcry over Chen’s case _ especially in vote-rich Toronto _ caught the attention of the government and opposition parties.

Liberal MP Joe Volpe and New Democrat MP Olivia Chow, who represent’s Chen’s riding, have already both introduced private member’s bills to change to the law.

Their support for changes morphed into an auction-like zeal to pass legislation following Harper’s announcement.

Chow expressed hope that amendments can be whisked through Parliament by Christmas. Not to be outdone, Volpe said changes to the Criminal Code could be approved in a mere 48 hours with unanimous opposition support.

Only Bloc Quebecois Leader Gilles Duceppe was circumspect, saying he needs to see details of the proposed changes before deciding whether to support them.

Catching a thief in the act is currently a requirement of the law when making a citizen’s arrest. Chen captured the shoplifter one hour after he stole plants from the store. However, Justice Ramez Khawly called the one-hour issue a “red herring,” saying the thief had gone back for more loot.

Chow said she hopes the government will adopt the essence of her bill, which would have allowed for a “reasonable amount of time” in making a citizen’s arrest.
